I think, they will continue to put out just what he said he would do in his campaign. I think they will ignore the application to the existing statutes, while civil rights complaints are filed, litigation will increase. Advocates will become more numerous as they already are. Although legal aid is being cut, bro bono activities will increase. Attorneys will go for damages. Any substantive change will be put off until the POTUS can't loose another election, like Obama did... b/c of the teacher's unions. They always put off changes in the area they feel is least important. Education.
