Absolutely not. If a student is that out of control, then something is going on that must be found and dealt with.
I have never met a child of any age who "chooses" a life of chaos, anger, or violence. In fact, those are the students in the most danger, who need intervention the most.
And, as the biologic neurology research goes deeper and farther, the more frequently we learn that that non-typical development of the biologic brain coupled with less then positive family/home environments are very often the beginning of a very complex set of problems that a child must trying to exist with.
