I feel the easiest way for a school district or its staff to get into special ed legal trouble is when administration and special ed staff do not have a clear understanding of special ed laws and the best ways to implement them.

I went to about 200 IEP team meetings on behalf of clients for the 2014-2015 school year. The single easiest way for a school district to get in trouble was for the district's representative to say they were not going to discuss something because the district was offering a FAPE and discussion was unnecessary.
